The number of participants in an event is usually dictated by 2 things, the size of the venue and who the organisers want to cater for. Some of the big fest sized events in the UK can cater for in excess of 2000 people but local clubs often have an adventuring party of no more than 10 to 15 people with a similar number crewing (see "What is crewing?"). Some events are in high demand yet prefer to only allow a low amount of player characters so it’s easier to provide them a more fulfilling event.
